Do I need more clean-up crews?

I think my clean-up crew may be understaffed....I have a 20 gallon tank w/live rock, two mushroom polyps, a feather duster, two damsels, 2 camelback shrimp, 4 snails (astrea I think), and 3 hermit crabs. I had the basic 15 watt lighting until last week when I went to a 65 watt power compact for the mushrooms. I'm getting some brown algae on my rock and a brown film on the sides of my tank. Also accumulating on my sand. Is this normal? I know I need a sandsifter of some time - maybe a goby and/or horseshoe crab? Any suggestions appreciated!

how long has the tank been set up? u usually get bad alge if u stock ur tank w/ out cycling

I have a 24 gallon NANO with:
2 Percula clowns about 3''
1 royal gramma
1 sleeper goby
1 coral banded shrip
1 porcilan crab
2 emerald crabs
3 scarlet hermits
3 blue legged hermits
12 turbo snails
green star polyps
kenya tree
pagoda cup coral
yellow polyp colony
green zoa colony
5 frags of zoo's that I just added
and a branching frogspawn
The tank is pretty clean, but I am going to add about 5 more hermits. I also have about 45 lbs of Live Fiji Rock.
I think you could use a few more hermits and maybe some snails. But the snails could be optional.

My tank has been set up since January. Live rock was added about a month ago.
Any comments on horseshoe crabs for sifting through the sand bed? Or suggestions?
