Do Reef Hermit Crabs eat hair algea?

Yes, but only if it's short. They are reluctant to crawl onto long strands to eat. Prune it short manually and let them have at it

Sea hares are a good option too, but they usually eat themselves out of a house and home because they are so voracious and grow so fast.

I want to recommend a sea hare as well, but like you said, they will starve and the hair algae will come right back if you don't fix the parameters causing the hair algae to grow.
