Do they mean pairs, or just pairs

I notice that on swf.com, they say "likes to be in pairs" do they mean "in twos" or actual pairs? If they mean pairs and you order 2 do they actually send a pair, or just 2 fish? You know, are they a boy and a girl.

I wouldn't say most
fish, but get this, gobies can not only change, but both ways, and multiple times! Why isn't that a hit series on showtime? ***)

I dont know about SWF but I would think that that would mean that in the wild, they form mated pairs when mature and live together like gobies, ect,
Some fish do better in groups because they are considered social, but that could be more than a pair....
