I would me more concerned about having residual soap (phosphates and other things) on my hands. No I don't wash first unless of course I had just been working on the car or in the garden.

I rinse first. I only wash with soap if I know I got something specific I don't want in the tank.

I rinse my arms but often do not use soap unless I've been into something really suspicious. Being ultra paranoid, my first reaction is to then take a shower before going near the tank

rinsy-rinse with good clean water!! Don't want any soap getting in there...

Very true.
But I mostly mean if I have bugspray, lotion or have been using cleaners around the house. Then in general I just stay away from putting my hands in entirely.

Isn't it funny how we go out and buy RO/DI water for our fish, but then bath/drink our yucky old tap water? And we'll wash our hands off in it only to stick them into the "clean" water we're trying to prevent from getting contaminated!!! We are strange people!

Rub and rinse well up to the elbows in warm tap water if otherwise clean. If I have been handling plant fertilizer, cleaning bird/lizard cages or other interesting items, I wash well with soap then rinse extra long with warm water.

i almost never use soap prior to sticking my arms in the tank....
as for buying the ro/di then drinking tap... heh.. thats sick!!!!!! my ro/di has a spout for drinking..( this only go's throught 5 stages of the filter ) and the other spout is under the sink.. (this the the 1 that go's throuhg all 6 stages)
and abput rinsing w/ this 'dirty tap water' well.. it's to import minimal amout of dirty stuff into the tank...
