No, you don't really need any test kits for FW bettas. How large of a tank are you gonna put it in? They can live in those little cups and bowls, but aren't really happy unless they are in a tank at least 2 gallons big. With anything smaller, you will need to do water changes every few years.
If you have anymore questions, shoot me an email. dymatech@yahoo.com
I've used to breed FW bettas and have much experience with them.

As already stated, bettas will live just about anywhere, but are most content when they can at least turn around. I rescued one from one of those little cups and put him in my 15gal FW tank. The only water requirements really:
dechlor tap water
ph@7.0
temp@73-80F
I think seachem sells a water conditioner just for bettas..maybe worth a look
good luck!

let me add that they do need to eat. bettas are such a beginner fish, they too often people seem to get the idea they don't need to eat. however, they only need a VERY small amount of food. buy a thing of betta food and follow the directions on the can. it's only a few little sand grain sized pieces a day. also, you can keep other fish with him (assuming the tank is big enough for other fish, which a 15g certainly is). again, this is another thing most people who have a betta don't seem to know. you just can't put him in with another male betta, he'll get along with all other types, assuming the other types don't start the fight.
