You definitely want a skimmer but the throughput that the skimmer is rated for isn't going to add to your turnover rate, so you'll be better off putting it in the sump.
As for the Koralia 2 and return pump, I'm guessing that you'll loose about 1/3 of the force of the return pump due to the distance it has to push the water up (there might be a chart in the documentation included with the pump that might tell you the exact gph per distance it travels), so you probably have around 17x turnover between the two. This is great if you'll be doing fish only or soft and maybe some LPS corals. SPS needs somewhere in the 25x-30x range.
