Actually, some powerheads are built to be connected to undergravel filters, but now they are just for moving around water. It is actually beneficial to keep down the amount of algae growth in the tank, and with the aid of live rock, could actually be the only mechanical items used for filtration, some people actually do that, although most of them use a skimmer as well.

Plus you can use it to create surface aggitation increasing dissolved oxygen. This will also make your fish more active.

No, but you do need some kind of biofiltration. Undergravel filters are generally considered obsolete, as they tend to trap detritus and over time contribute to nitrate buildups. They have to be "vacuumed" regularly with a siphon as well. Large amounts (1-2 lb per gallon) of live rock will provide as good or better biofiltration and not cause the nitrate headaches you'll get with a UGF.
