Probably the easiest way would be to buy a diamond core bit sized for your bulkheads and drill, but not cheap.....the cheapest way IMO would be with your dremel or rotozip and diamond bits from Harbor Freight.....alot of people have done it that way, and if you search you can find several threads on it....HTH

I have always bought the diamond hole saws on ---- you can get about 5-10 holes out of one bit. and the cheap as dirt! then just keep it real wet when cutting have some one spraying it with spary bottle.
You need a silicone that dosn't have any harsh chemicals in it. theres some type of GE that is really strong and safe.
the dremel method works good for small bulkheads like 1/5" or so. But i think its easyer to use a hole saw for the big ones.
Oh and when starting the hole it trys to walk all over the glass so cup your hand around the bit get it wet for lube and hold the cutting surface to the glass. Just go slow with the drill low speed. it will start into the glass but slide trough your hand. Dont put pressure on the drill just let the bit cut through the glass especially at the end.
The thicker the glass the easyer it is to cut and less likely it will bust. I have only broke one tank and it was a 55 that i really needed, it sucked.
so be prepared if the tank brakes what you will do cause it really sucks.
