Dumb ?: Does silicone adhere to silicone?

Would a fresh bead of silicone form a decent bond with cured silicone?

No. New silicone does not stick well to old silicone. It does not form a tight waterproof bond. That's why you have to completely take a tank apart and get rid of all the old silicone, use alcohol rubs and then silicone the whole thing back together.
Once silicone "skins" over, it's not recommended to finish the build.
