Wow, I don't know much about anemones, but that can't be good.

I know this might sound stupid, and forgive me if it is, but is it upside down?

LOL...Yes it is upside down...cover all of your power heads, when you first put an anemone in your tank it has to find a place where it is happy. It will travel all over the tank until it settles and digs in. You will know when an anemone is dead, it will turn to snot.
Don't bother it, don't place it, don't touch it, just leave it alone to find it's happy place.
Now for the hard stuff..did you do any research at al on your new pet? What kind of light do you have on your tank? What are your test result numbers?
The reason I ask is that:

  • You didn't know it was upside down, telling me you know very little about them.

  • Anemones need very strong lights to survive.
Anemones are filled with water and need really good water conditions to live.

It's is not upside down... when i put the anemone on the quarantine tank the orange stem is on the bottom then the stomach start to come out... until it became like that...

It is still okay...they do all kinds of weird stuff, they shrink down to a tiny little bubble and then re-inflate..A dying anemone looks like a strand of snot. It is stressed.
How did you acclimate it, what are the water test results?..you don't need to put an anemone in a QT they don't get ich or stuff like that and they need to find their happy place in your tank. They need a mature tank of at least 6 months a QT won’t do at all.

ok thanks for the info...
* The water turned to white however i transfered all the other livestock into the other tank..
My test results are ok all on its normal readings. ph,ammonia,nitrite,nitrate..
However, the tank is not mature... I told my brother to buy only live rocks, test kits and powerhead as I am still going to cycle the tank first before buying livestocks but he bought some anemone because he said it looks beautiful!!! and there is no way to ask anyone to adopt since there is no LFS-marine here... There is people setting up marine tank here also but with no knowledge. They just put the fish and if it died they change another one for you. :(

The water turned white???... all I can says my anemone never did that. If it isn't snot it is still alive. They need super strong lighting. Friend, tell your brother to not buy anything for your fish tank. Only one person should be doing the purchasing. At the very least keep close contact on what you two decide to add.
Okay then what you need are info on fish books, I recommend these , and I am attaching a page so you can see the info they offer. They will save you a ton of money and grief. Let them be your next purchase
and not a fish or any other critter.

Sorry, I hate to disagree here but I think that nem is definitely on the way out. It looks clearly to be deteriorating. If it's turning your water colors, it needs to be gotten out. If you pull it out of the water, you will likely smell "the smell", it's a smell like no other and one you will likely not ever forget. If it was mine, I would pull it immediately, it's just not worth the risk of of it rotting in your tank. Dead nems can be nasty and at the point they are totally coming apart, it's next to impossible to get all of the tissue out and you will be stuck doing massive water changes and putting the other critters in your tank at risk.

He has nothing in the tank but the anemone, and it's in a hospital tank. OP thought he had to quarantine it. Just as well, he had no idea what he was doing, his brother brought it home. I never had one change the water white, but it won't hurt anything being in there it isn't quite dead yet..it looks like from the picture that he has other coral in here...

Well if that is the case that is even better......I found his posts to be a little confusing.....put it in take it out

I don;t see it recovering though, especially in a brand new tank with insufficient lighting

That clouding of the water is the nem decaying, it's actually dead tissue starting to disappate. It will cloud the entire tank and trust me, if he tosses it now, the tank can possibly still be saved, if he keeps it in there, he could lose anything and everything in there and have to replace the sand. Toss it, start running carbon, and prepare to do water changes.
This poster is overseas and doesn't have access to conventional lfs's if I remember correctly.

Yes, before we put it in the tank, it was in the plastic and the water is already clouded. i thought that the anemone just spits some food he ate or what...

Looks like it's foot is messed up. I had bought one from a local fish store and they damaged the foot of it when they took it out of the their tank to give to me. It died a few days later and looked like that.
