If you are just wanting soft corals the cheapest and easiest option is to get a power compact light and shoot for 3 to 5 watts per gallon. Now, watts per gallon isn't a good measurement, but it works well enough for just softies.
Altogether, your lighting options are...
PC - power compact
VHO - Very High output
HO t5 - High output t5. Good reflectors are key on these
MH - Metal Halide
Generally, that list is from weakest to strongest lighting type (PC and VHO are about the same). And it is also cheapest to most expensive (generally speaking). With some good searching on this and other sites you can find MH's as cheap or cheaper than many PC systems if you don't mind buying used.
That's the very basics of it. Use those lighting terms for your search on this board, other boards, and the internet. Lighting can be pretty complicated.
You also need to research what kind of photosynthetic creatures you want before you buy your lighting. Some anemone's, clams, and SPS corals require a lot of light, more than PC's and VHO's can provide.
If you just want a plug and play system for softies and other low-medium light corals only a PC system is probably the cheapest and easiest solution. They usually sit on top of the tank and look pretty clean and natural too.
