Too small for much more than the very smallest gobies. It is really pushing the limits though. My advice would be to just have inverts only. What kind of lighting are you planning? Is this going to be a reef?
Good luck

my suggestions is if you want it to be a reef get better lights, a clown goby would probably be ok in there but not much else would work. Sexy shrimp are nice too and pom pom crabs

Someone makes a 18 watt version for picos. Do a search on them, should be plenty of light in a 3 gallon.

i had it on my 5.5 gallon and it wasnt good, the coral looked bad, lost a lot of color and some zoas started stretching. Plus for just a little bit more you can get better

well im not 100% on the dimensions of the eclipse but the nova extreme 2x18 watt is good, i think its 18inches long but you can adjust the legs. or the 12 inch version with a moonlight. Or the coralife 12 inch version is more wattage. I just really hated the coralife and honestly if he got the 18 inch one for 50$ the over hang is almost worth it just because of the better color. My tank looked like 100x better in just a few hours of switching away from the coralife 9"
I mean if i set up a small tank just for fun that was a few gallons yeah id use the 9" just because i already have it but i wouldnt be that happy with the tank and wouldnt do more than cheap zoanthids and other frags from larger colonies just because of the lose of color id get.
But who knows maybe on a shallower tank it wouldnt be that bad.
