There are your first major issues. You most likely have a very high phosphate and silicate level in your aquarium. Feeding frequency does not matter. He already said his nitrates are at 20 ppm. The only reason feeding would matter is because that contributes to nitrates.
How old are your light bulbs?
Do you run a refugium?
There should be no reason to cut back on lighting. I run my lights 12 hours per and I have no algae problems whatsoever. Whether your lights are on or not, the phosphates and silicates are still in the water feeding the plant what it needs to grow.

Ok so basically I need to remove my phosphates? I'm not too sure how old the light bulbs are, I have owned the fixture for about 2.5-3 months, is there a date on the bulbs? I can check if so.

man I knwo I really want one, I just never have cash and there's just so much stuff I would have to buy...Better filter, the tank itself, new lights, (I could use my PC's and the MH i'll get from you) that would prolly work well, but then i'd prolly need a canopy...I dunno, I think if i did i would go for like a 35 or something. What do you think?
But yeah dude, should i just takr the bus with you to your house? It might make more sense that way...

no, i have to go to my moms and do my chores but then at like 4 ill be over there. i have a 29 that has a stand but it is bigger than the length of the tank. and the light. u could build a hood easily . i build all mine. and im shure the filter u have now will work for a 29g. this is wierd. we never talk at school

Haha i know, well we onyl have one class together and I think Salido does most of the talkting...lmao, but yeah for sure we should start hangin out. It will be cool to coem check your tank out too, maybe i will be interested int he 29 g. man i gotta coem up with some money though.

Yes, you need to remove the phosphates and silicates. RowaPhos works excellently for this purpose.
The light bulbs are fine. Just know that they need to be changed every 6-9 months.

You know, there are such things as telephones, email, and instant messanger if you guys want to have a personal conversation. I say this because it is not the smartest thing to post your phone number on a message board. I am sure your parents would not be too happy about that either.

When your mom does grocery shopping...could she pick you up some bottled water from the grocer's? Or..does your LFS sell RO/DI water? Could you save 10$ a week towards your own RO/DI unit? Perhaps you could sell your mom on the idea, if you were to buy one that has a drinking water dispenser built in...you could explain the benefits of the water for your tanks and drinking/ cooking purpose. Does your mom have a tank too? You did'nt answer my question about how much livestock...clean-up crew? How often do you perform water changes? If the flow is adequate, media is kept clean, and water changes are done weekly, and you remove the phosphates{assuming they are high}, and cut back on your lighting time{I run daylight on my aggressive reef only 6 hours} this may help with the situation. Also as you do water changes, manually remove the hair algae. Get a mexican turbo or 2.
