Is there any kind of rule as to how big of a fish is big enough to where a 7-9'' snowflake eel wont eat it. right now i have a 3-4'' niger trigger and a 4-5'' fuzzy dwarf lion.

Basically a little larger than its mouth. With that fish list it pretty much rules out the small pretty fish (ie. Clownfish, wrasses, gobies), with the exception of damsels... but only because damsels in my experience can move pretty quick and are inexpensive if gobbled up.
You might want to get one of the mods to move this over to the agressive fourm, there will be plenty of people who will be able to help you out there, and give you more suggestions.

I have a snowflake eel about that size and from my experience it's a fairly non agressive eel and if you keep it well fed it won't go after the other fish. Sometimes my wrass will try to eat the food that I'm trying to give to my eel and that's really the only time it will show agression to it. Other than that it leaves the other fish alone.
