emperor angel acting like a cleaner wrasse

anyone ever have this, my juvi emperor that i had now for two weeks set up cleaning stations. my yellow and blue hippo tang go by him and he picks at the like a wrasse would, never new they did that?? is this normal??

Yes, both juvi queen and emperor angels will do that. Very common. It'll outgrow doing it as it gets bigger.

Actually many angels, including dwarf angels, exhibit that behavior. Just as they feed off rock growth and nip corals, they will pick inverts off of fish.
