film ontop of water

I have a question. I have a back pak skimmer and it functons well for removing the protiens within the water. My issue is that it is submersed and does nothing to remove the (slight so far) build up on the surface. What are my options to remove the film on top or stop it all together. Is there a DIY solution for this? Ideas? Comments? Suggestions?

You are going to need some waterflow at the top of the tank. I would add a powerhead if you don't already have one and angle it upwards toward the water surface to agitate the top. This will prevent the build up on the water surface.
 
Ok, I do have power heads so I will point one on top. I already have a waterbar as a return from my fluval but that just seems to stir it and not really eliminate it. I wonder if i should get another skimmer for the surface area? Hmmmmm......
