I am guessing this is a canister filter? if you cleaned it, then the siphon effect has been broken on the water lines, and you have to prime them again by adding water to fill the lines.
as stated above you need to make sure the canister and lines have water in them. my fluval has a little pump on it to help syphon water into the lines.
