Common mistake to call them blennies, when they are actually dragonets. They can be nearly as difficult to raise as mandarin dragonets, as they eat the same food... copepods. If your tank has plenty of pods, it will take care of itself. Otherwise, you'll have to feed it. As kopcynski asked, does it (looks like a "she" to me) eat frozen food?

Idk about the she, it seems to have the high dorsal fin like a male. I could be wrong tho. Feeding, yes they are draggonets , people now mandarins are hard to feed but never give scooters the same consideration. There essentially the same fish. Yes the he/she does eat. I add frozen to the bag while I acclimate my draggonets, to see if they will readily eat or not.

Do you have a name? im only curious bevause i also live in NY and would be interested in getting one if it was close. Sorry about all the questions.
