I believe there are both federal and state regulations that vary by state. Contact your friendly state Fish & Game dept.

In addition to the above mentioned fishing license(probably) you will also need permits to catch said fish and stuff and every state is different. Then you will need a business license in order to sell to fish stores as it will be an expense of theirs and income for you and Uncle Sam wants his take on it. Depending on the state it wont be too much but they will make it a paperwork nightmare on you.
