Fish on top of water

I just transfered my fish from 10G QT tank to 20G QT tank and my fish is on the top of water now. Hes trying to grasping the air. What I did was adding 8G of new salt water with the same SG and temp. I don't know what to do to help him. I don't want to lose him. Please help.

I believe he means levels as in pH, nitrite, nitrate, ammonia, etc. Is your tank well oxygenated?

The water parameters are:
pH 8.1
nitrite 0
nitrate 0
ammonia 0
tmp 78
I have a Tetra Whisper 40 HOB filter. BTW, here is a picture of him. Sorry for the unclear picture.

yeah he looks like he's on shock..how long have you had him in this Qt's? why the need to transfer? where is this guy going? what size display?

yah he might be in alot of stress right now since you just added alot of new saltwater and transfered him to a new tank. how long did u mix ur new saltwater for? did u airate ur water while mixing?

I have had him in the 10G QT for 8 days. I want him to have more room to swim that why I bought a new 20G tank and transferred him this morning. He will be in 110G 6' long DT after 5 wks QT.
About the water, I have the mixed water for more than 2 wks.

have you tested this water after mixing for two weeks?
