Fluorescent wiring help...

I bought a 2 24" bulb NO flourescent strip at lowes. It includes a ballast with a black and white line coming off for the power. The light isn't working, only the ends of the bulb glow. This is the second one I ve tried, so I'm assuming user error. Does it need a switch wired in? or maybe a starter? Refugium.......... almost........ done...

thats what s written on the ballast. I'm thinking that it may not be user error anymore. Maybe a bad batch of ballasts.

How do you have it wired in? Don't need any switch. If you do not know, white is nuetral and black is the hot. The large side of the plug is the nuetral.
If everything is ok with the wiring, then the something else is wrong with the fixture. If you bought it as a complete fixture, everything should be assembled and complete. If all else fails, take it back and get a better one.
