No, the chance is about the same unless you are keeping aggressive fish in the FOWLR tank. Then the FOWLR tank has a far greater chance of having an algae outbreak because most aggressive fish are sloppy eaters. In general though reef tanks are much cleaner than FOWLR tanks.
Yeah, I would say FOWLR is probably going to be worse.
FOWLR's can afford to fluctuate conditions more than reef tanks and have heavier bioloads, so the nutrients are more likely to be available for algae to feed on and grow.
Good mechanical filtration, cleaning of the media, regular water changes and running a phosphate remover go a long way toward keeping algae under control in a FOWLR tank.

I guess i didn't mention them; my fish-only tanks always have fish that would eat most of these inverts. You're right, some snails and crabs can help.
