Can I keep a Fridmani dottyback in a 5 gal??

Not an adult one. Is the 5 gal your only tank?

and 29 but antenneta lionfish is going in that one

5 gallons is really pushing it for any full grown marine fish. You might be able to get away with a bottom dweller that doesn't like to swim around much, like a goby (including firefish,) jawfish, or some of the smaller blennies.
Have you considered running an invertabrate only tank? There are some interesting shrimp, snails and dwarf hermit crabs you could keep in there more comfortably.
