I need to attach a small piece of rock to my existing rosk to create a shelf. It will set inplace but is not real stable. I have tried the coral epoxy and it did not work. Does anyone have any suggestions.

I've seen LR help in place with plastic ties...like the ones used to secure wire harnesses. Maybe that would work in your situation.

The rocks that I need to attach this to can't be removed from the tank. Can you apply super glue under water and let cure with a fully stocked tank. Actually over stocked LOL
