Going from Sump to Refugium

OK.....
I really appreciate all of the help I have been getting on here....so here goes another question. Brief background. I have a 90 Gal Bowfront with a Oceanic sump (and stand). The tank has been up for about 3 years. I have had outbreaks of hair algae off and on...more on the on
. I know part of the problem may be that I never cleaned my bio-balls (wasnt sure I was supposed to and I read some threads that scared me a little). The bio-balls part of the sump is falling apart and I thought this might be a good time to move to a refugium.....by the way I cant seem to get rid of phosphates...always seem to hover around .5 - 1. I thought cleaning the sump would help (I know...never did that either...still learning)....had no effect pn phosphates. I, today, removed the bio-balls.....really loud niagra falls now....but noentheless thought I would test tomorrow and see where I am at.....by the way I use RO/DI water (from LFS....tests phosphates at 0).
Anyway, I am looking to go to a Refugium. I go to Dallas North aquarium in Dallas and they have a Sea Life Systems 100 Refugium. Question 1 is that big enough for my tank? I am hoping so since I dont believe I can get the bigger one under my tank. They do have my stand at the LFS so we can try a bigger one...but I dont believe it will work.
To save you from reading a novel here are the questions:
1. What size pump do I need (I believe my current pump will be too big (pump to fast).
2. I need to buy the sand (mud), etc. They also said I will need the plants (sorry cant remember the name. Anything else?
3. The Sea Life Systems 100 has bio-balls in it. Should I just leave these things out? The more I read about these things the more I dont want any part of them....but you guys can sway me...haha
.
4. Do I need a skimmer with a refugium? Some say no (LFS and some on here)....and some say yes. I dont believe my current skimmer will fit in the SeaLife Systems 100 (not enough room).
Possibly the most important. I assume that I can switch out to a refugium the same day since there is really nothing in my sump now other than my skimmer.
My apologies for the long post. Please feel free to ask me any questions you need.....you are nice enough to reply the least I can do is give you all of the information you require.
Thanks!!

Bioballs, Out. Skimmer, In.
Would need to know the size of your bulkhead coming from your tank to recommend pump size, but something in the 750-1000 gph range is probably what you are looking for.

Thanks for the reply.
I do have a skimmer in my sump right now......its been in for about a year. Seems to do a good job. I have to empty about every weekend. It is only about 1.5 to 2 inches full, etc.
As far as the bulkhead......if you mean amount of water. I have a 90gal...but has approx 150 lbs of live rock. So I would assume (with the sump that I have about 70 gals...that is a guess.
The pump size question pertains more to going to a refugium....sorry if my post was hard to understand

I really would like to go to a refugium.....just looking for suggestions (from the long post I know).
Just unsure if the one I am looking at (SeaLife Systems 100) is large enough, etc.....or are they any good, etc, etc.
Again, thanks for the reply!!!

Oh, you have a sump already and want to run a refugium seperately? That I have no advice for, sorry.
