any time there is moisture in the air, it gets absorbed by fabrics, and the tarp will trap it there(instead of letting it breathe and the moisture to escape). ths creating a problem with mildew and possibly mold underneath the plastic or tarp.
HONESTLY, you would probably be better off leaving the carpet and doing nothing. Versus covering it and creating another problem. But the best thing would be to rip up the carpet and put down a different type of moisture barrier, like a good paint, or vinyl floor coverings or something. IN WHICH case, you create a need to mop it regularly to avoid it getting slippery.
The ventilation would only make it more difficult to keep the humidity up. and they are probably right:
if it aint broke, dont break it. and let the climate alone.
