Only your tests will tell if you have a phosphate problem. It appears to be cyanobacteria which is a strange occurrence that everyone battles from time to time. It happened in my tank and I test zero for phosphates and zero for nitrates. Just increase your flow and perform extra water changes over the next few weeks until it is gone. You can siphon it out. Some claim that reducing your lights will help in addition to the other ways to combat it.

Green Hair algae= DONT FEED IT,, you need to get your nitrates and phosphates down, control lighting, good clean up crew, Lawnmower blenny IF APPLICABLE, also increase your water flow as well.. all these things will help with your diatoms as well... Think about adding some kind of fuge and/or macro algae if applicable..
