Green Bubble Algae / Live Rock / Aipstasia

I have all of the above in my tank. I want to get rid of the Algae and the Aipstasia. If I remove my live rock from the tank, how long will the Aipstasia live outside of the tank on the live rock? If I leave the live rock out of the tank, how long do I have before the "live" rock deteriorates to just rock? I want to scrub the live rock to get rid of the algae and the aipstasia.
Any thoughts?

Scrubbing will work, but if your tank is really infested, it might not be that effective. I've seen people that scrub their rock and all they really do is release more of the spores back onto the rock. So for the short term, you get some relief, but about a week or two later you end up with twice as many aiptasia (babies) and more algae.
How bad is it? Is this a new setup?

This is an old tank. Probably 5 -6 years. I tried a new store and they infected my tank really bad and all fished died except a coris wrasse.
The tank has never been right since. I put in new bulbs about 3 months ago, thinking maybe the lighting was bad and this was causing the green algae. The aipstasia is not real bad, but between the algae and the aipstasia, I am just sick of them both.
I currently have the wrasse, a skunk clown, fox face and a blenny.
Funny thing...I read that the Red Coris Wrasse is really hard to keep. With all of my problems with the tank, he keeps doing great.
I ended up taking the rock out and scrubbing it. DId a really good cleaning and water change. What do you think is causing the algae?
My params are within ranges.

You may be getting a false negative reading on you phosphates (and possibly nitrates as well) because the algae is consuming it.
It's very likely that old lights helped the algae along, but once you added the new bulbs, you're just feeding it. Algae needs light to survive, it's photosynthetic. If you don't have coral, I'd turn the lights off for a week or two. The fish don't need light, the regular lighting in the room is enough for them. Or at the very least, cut the time your lights are on for in half.
Hopefully a really good scrubbing and water change was enough. What type of water are you using? RO? Tap? I'd test the phosphates in the water you're adding to the tank, just to rule that out. The last thing you want to be doing is adding phosphates to the water, that's just going to feed the algae.
You could try Berghia Nudibranchs for the aiptasia if your wrasse is well behaved. I've had great success with them and they've eradicated my aiptasia in about 2 months time.They're a little pricey, but well worth it.
