Green Rice Type bulbs Bubble Algee?

Is this green bubble algee? They are not on a runner. They are a small cluster, looks just like green rice. Been a wild week in the tank, I just noticed a few other weird things I posted in hitchhikers side.
Any help would be appreciated

Looks like green bubble to me....you can get a baster and carefully suck them out
