Can you test for phosphates? How much do you feed?
Pull what you can of the hair. Lower the photo period by a couple hours. Mexican turbos love hair. :D
If all else fair after a few months, try pulling some of the infected rock. Put it in a cooler with zero light for a month. Pods will live but the hair wont. I would only do a couple rocks at a time.

Do you use tap water, if you do that is probably what is doing it, adding phosphates and minerals. How often do you feed and do you over feed? What is the temp? Do weekly water changes of 10-20% with RO/DI. Have LFS test for phosphates. What kind of lighting and for how long? All these things can have an effect. HTH

Do you mean to say that the specific gravity is 1.023, or do you have a salinity of 23?
