I'm interested too.
I tested my tank with a multimeter set to 200 VAC and My tank was displaying between 20-22 on my mutimeter. However it seems as if ALL my equipment is creating volts. I would unplug a heater it would decrease from 22 down to 19, then I unplugged a powerhead, that reduced it by another 3, then another powerhead, dropped another 3, then the skimmer... another 3... as you can see I went through everything that was "touching" the water and found that every single item was creating around 3 volts.... crazy if you ask me.

After I read that I think I need some aspirin.... Sorry, too technical for me. I'm sure there are some electrical experts around here though that will explain it.
