Hair algae problem!

Hi i have tons and tons of hair algae in my tank. ITs the worst case ive ever saw my hobbiest recommeded an UV sterilizer i have the money so is their any better option?? I also am in the prosess of building an refugium/sump!

Astrea snails are cleaning my aquarium right now (looks alot like your's) but something must be causing the algae to grow.
