I wouldn’t blame lights on excessive growth of nuisance algae (if anything they’d be a catalyst and not the root of the problem). I’d say you have an issue with excessive nutrients and probably have high Phosphates. What is stocked in your 37Gal?
Do you have a protein skimmer? Do you run any type of filter (is so, how often do you clean it out)? Do you have a sand bed or a CC bottom (if CC bottom how often do you vacuum it)?
At one point, my tank had a huge problem with Hair Algae and I know first hand that it is an uphill battle. It took me about 6 months to get rid of all of it. I took out my CC bottom and replaced with Deep Sand Bed, added a 30 gallon refugium, upgraded to an Aqua-C Pro skimmer, went to RO/DI water, stopped using my canister filter and I cut back on the amount of food I feed my fish.
