The guy that usually maintains my tanks is out of answers. My snails and live rock are beginning to look like they have green beards. How do I get rid of the stuff without killing the fish or corals. Water changes and pulling it off manually is not working

What water are you using RO or tap water?
What CUC do you have?
Do you have good flow in your tank ?
Is your tank near a window with sunlight?
What are you feeding?
What is your water test readings?
How long is your tank up and running for?

Kill you lights and stop adding food for a few days and see if that helps.
I think turbo snails are good for hair algae also.

SCRUB your rocks with a toothbrush. Then once clean, daily keep scrubbing your rocks with a toothbrush inside your tank. Make sure you have enough flow to keep detrius off your rocks.
This is currently working for me.
Be sure to scrub your rocks in a separate container at first (your water will turn green if not) if possible then rinse with fresh saltwater (water from waterchange).
Keeping up with this maintenance will eventually lower your phosphates and prevent it from growing back. You should invest in a phosphate reactor to help eliminate the phosphates after scrubbing.
