i just contacted my lfs and they said they drill tanks and the 30 breeder is not tempered

What brand tank is it? Did they say the bottom wasn't tempered?

i asked if they could drill it and they said yes because it isnt tempered. i wanted to drill a hole in the side anyway.are the sides tempered?

If done right you'll be fine, the sides are not tempered.

will the light make heat issues for the 30 gallon without sump?what fans should i run?it will be in the basement which is a few degree's cooler than upstairs.
