with the size of your tank you wont benefeit from it there good for 40-50 gallon tanks and yes there is such thing

fine well the manufactuers say there good for 40-50 gallon tanks the hang ons just arent big enough to do anything spectactular as a bigger fuge would
 
cpr and aquamedic make hang on fuges I believe.
Ecosystem has them too, and thats the brand I would reccomend. I have one. Their a good deal. It comes with an overflow box, bioballs "miracle mud"(just the substrate they use) return pump and inflow kit. I got mine for 275$ shiped.
As for them on a large tank, I would think they would need to be rather large and have a higher flow rate. Ecosystem hangon models come in 40 gallon and 60 gallon sizes.

any refugium is better than none... no matter how small

CPR doesnt say that, they say it recomended for any size tank.
i use a CPR myself does a great job.

There are several sources for hang on type refugiums...most are relatively small but I'm of the opinion any refugium is better than no refugium.

for 275 why not add a nice little box on the side of the tank to hide the larger 20-30 gallon fuge?

And your allowed to but myself i wouldnt spend $100+ dollars on something that is just going to be "better then nothing"
