Having a mini fan pointed at the surface of the water?

Thats fine and it will help keep the temp down and with evaporation.

Why not just point a powerhead toward the surface if aggitation is what you are looking for?

power heads are a better option, unless you dont want more flow. if you get a fan you dont want to point it straight down, but at about a 45 degree angle. it will also cause more evaporation.
