Help! Baby Turtle

So my sis is giving me her baby turtle, just does not have the time or equipment to take proper care or it.
I currently have a baby res's in a 20L. The turtles are about the same size. The adopted one is currently in a small clear container that the turtle came in, has a lid and all. His shell had some white on it and is soft. I put that vita shell on him, He seems very weak. He does not eat either, tried some pellets and krill but nothing. He does not move, I put him on a surface I made out lego's to bask under the light, he does nothing, put him in the water, he does nothing. Just sits there only movement is him picking up his head for air. and idea how to get him to eat?

I believe keeping that turtle out of the water until it's shell heals is best, look up shell rot and treatment for that. Has it had proper heat, UVB, calcium and all that? What kind of turtle also.

It has had no care what so ever in the past. Now I have it in a heated enclosure with uvb light. It is a Red Ear Slider.

Time to see the Herp vet! Once the shell decays to the point it becomes soft, it takes a dedicated and knowledgable person to heal it. It took my wife 2 months of hand feeding liquid calcium to save a rescued gecko from MBD and we are currently on our 6th week of healing a sideneck turtle who had 3 of his front toes ripped off by the filter intake at the LFS. Reptiles do not heal quickly! If he is not feeding or moving much, I feel it is too late to save on your own.
