get some water movement on it, point a power head at it, its a pain, but it will eventually go away, happens alot with new tanks.

I had black Algae/slime in my tank. Due to bacteria build up. I treated it with antibiotic and it went away in a few days.

Chemicles will work for a while but it will come back. You need to find the cause of the cyano. What type of lighting do you have and how old are the bulbs? Are you using tap water? Any direct sunlight? Whats your water turn over rate? Those are some questions that can help with finding the source of the problem. I had a huge out break of cyano and i added a tunze 6080 to increase flow and havent seen it ever since.
