Help!!! I Think My Clown Fish Is Dieing

My cinnamin clown is gasping at the top of the water. I have two of them and they look like then been fighting (both fish has niped fins) also one of them has been digging alot?? I do have a blue jaw that has ick and has had it for 2 weeks but apears to be fine but there is no visable signs of ick on the clowns or any other fish. All water test turn out good. So what should i do???? I DO NOT HAVE A QT TANK

SIDE NOTE: THE OTHER CLOWN FISH ACTS LIKE HE/SHE IS PROTECTING THE SICK ONE.

So have you identified the aggressor.
You do need to treat the ich. So, what are you willing to do to accomplish that?

The aggressor apears to be the other clown fish......the trigger had ick about 3months ago and it went away and now it is back. Last time i used focus and metronidazole. maybe i will try that again im more concern about the cllown fish.

update: when the light went off the clown fish went back to his normal hiding place. Does this mean that both clown fish where just fighting???
