"HELP ME"turnover rates and flow options??

right now i have a bad algae problem in my 75 gallon tank and was told to increase flow here is what i have now and some options to go withall opinions welcome

-i have now-
250gph-protein skimmer
300gph-hangon type refugium
260gph-canister filter
250gph-power head over rocks
250gph-ph in front flowing to the back
250gph-ph in front pointed at the sand
=1560gph=20.8 per/hr turnover rate
but not enough flow on my sand algae still there??

option #1
same as above except use a single 850gph ph i came across not to long ago
locate it in the middle of the side of tank
and let it flow past my rocks and sand also keeping down the clutter in the tank as well
=1660gph=22.13333- turnover rate
but would this much flow be to much out of a single ph??
option#2
same as "what i have now" but replace the front ph and buy a 400-500gph ph ans us it for my sand bed
400gph=1710gph=22.8 turnover rate
500gph=1810gph=24.1333333- turnover rate??

same as option 1 except leave the 850gph in front and put on a 250gph for flow over the rocks
=1910gph=25.47 turnover rate
but i think this option is way to much flow

If you have a algae problem something is wrong?
What is you flow rate now?
List your params.
I target ~20 time for a fowlr
~30 times for a mixed reef, ~40 times for sps dominated tank.
Really depends what you are planning on keeping.

well when i first got my tank i bought it from a guy how had some live stock in it the reason why he was selling it is because it crashed (power out) and he lost a whole lot of money an he didin t want to do it anymore but he saved some animals so i got them with the setup i thought it would be a good idea to take his water with me he said it had had a waster change but he only used a faucet filter
but to make a very long story short i inhereted his problem and now im doing all i can to rid me of this prob CUC, RODI SYSYTEM,good test kits SALIFERT,rest of them coming in a few days and a lot of cleaning trying all i can by the way i put my flow ihave now at the start of this thread

to explain my prob and some of the things ive been trying
but my results are here
salinity(with refractometer)-1.026
ph(with calibrated digital ph meter)-8.12
alkalinity(salifert)-.17 or 13.25 dkH or 4.855 meq/L(high i now)
calcium (salifert)-.31 or 345ppm(low i know)
ammonia(salifert)-less than>0.25
when i get my other test kits(salifert) on the way
magnesium
nitrate
nitrite
iodine
phosphorus
all i have is the cheapies of this type now and all say 0 which cant be correct
im also getting at the same time "KENT"
liquid calcium
tech I (IODINE)
tech M(MAGNESIUM)
needless to say im doing alot

i was also told to calcium brings alk. down as it goes up and that its a balancing act
also adding another 45lbs of LR from this site is curing now to my 50lbs in it now to help purify water even more
