Help me understand T5 lighting

I have 2 65watts power compact totaling 130 watts now on my 29 gal. The most t5 I can fit would be 4 totaling 96 watts is this stronger and better than 130 pc. I only have softies, but my white pom pom xenia has darkened because of the lower light than in the fish store, they have stronger lights and they are a beautiful white color. would 2 t5 be as good as my 130 pc. I know it is not just about watts per gallon, but I don't understand what would be equivalent or better than my pc. No MH, not an option. Please help me understand because I am thinking of purchasing T5s.

t5s with individual reflectors would be far better and the old nova extreme with one big reflector will be better also but not near as good as the individual reflector types

you want to be able to penetrate to the bottom of the tank so i'm thinking 4 bulb t-5 retro or appropriate fixture will enable anything you want.
