Clarify really dirty.
Do you mean it looks really dirty or your tests are coming out high?
You can do a partial water change while it is cycling, but I wouldn't do more than say 10%.
How long has the tank been up? How big is it? How much rock is in it? Is there anything else in it?

Here is my deal
I have a 24 gallon aquapod
Ive had it set up for maybe 3-4 weeks now and I have 22.6 lbs of LR and 20 lbs of LS there is algae but thats not my problem alot of "junk" is floating to the surface and its bad, its like scraped off algae from my magfloat

What are you using for mechanical filtration. A skimmer or HOB filter / sump would definately take care of that. YOu need some type of mechanical filtration to take those solids out of the tank. Filter floss or a skimmer will not prolonge the cycle process either.

The white things are probably some type pf porous bio-filter media. It sounds like your filter system doesn't skim the surface where the gunk is building up. Why not just take a clean net and scoop it out? If its all on the surface, it should be easy; if its all over your tank, the sponge filter isn't in place and working properly. More surface agitation may help too, and will also benefit gas exchange-- an accumulation on the surface, IMO, means water circulation needs improving.
