help on 40 gallon aggressive

is 40 gallons to small to make agressive? and what fish would do good in it?

whell i already have a maroon clown but i want a trigger.. how would they do in it?

i own a valentini puffer, hes not as aggressive as i expected, which is a good thing since hes with two clowns and a trigger half his size, but i think that the valentini is a good choice , the only problem hes given me has been slight ich which lasted for almost a month, i used something called paraguard since i keep him with a gold coral banded shrimp(so far so good, he doesnt seem interested in eating him anytime soon), and hes doing better than ever in a 20, im planning to move him into a 90 or larger soon.
