Not necessarily, IMO. I've worked on systems in excess of 200ppm (those frequent water changes are tough on 50,000g systems! LOL). Nitrate is not necessarily a factor, IMO, in fish health...though algae blooms can be an issue. Water quailty, as related to nitrate, is considered to be a possible factor in fish getting HLLE (head and lateral line erosion) but several other things have been proposed as well (diet, stray voltage, general stress). Overall there may be no issues at all.
But I definitely agree you may want to get your nitrate levels checked using another kit...that is definitely
