It does.
As does you rock and substrate.....or in your case the old substrate.
But adding new media won't help.Eventually the new media will get seeded with bacteria,but it will not help it grow faster or more of it quicker.....no more then adding more new substrate will.
On a side note,do not change the old media...make sure it stays clean (no excess waste) with each PWC but keep using it until the cycle is complete again.

Use a bucket of the old water removed during the partial water change.Just swish it around to get the solids off of it.
Feel free to rinse all of your media this way with every change...but don't keep it out long and by all means don't let it dry.
In you situation I would rinse it all every time imo.....decaying food and waste will drive the toxic spikes higher...even if its trapped in the filtration system.

Fatz u have been a big help and your replys are very quick
At the moment i am going to do 25% water changes twice weekly. So there would be no problems with swishing all my media around on the next water change???? This doesnt remove the good bacteria does it. I have noticed a few floaty bits in the actualfiler compartment too beta get rid of them ah.

Now considering this whole thread...what do you think the answer is lol?
To answer it myself ...no it does not.
And when cycling without fish it is a completly unneeded measure...the only reason for it here is the sake of the fish health....its an effort to keep the ammonia levels from becoming fatal.
