Help! Problems with Red Sea MAX tank...

I am having problems running both water circulators at the same time. I can run pump 1 by itself or pump 2 by itself with no problems but whenever I turn both of them on together one starts to expel millions of bubbles immediately and consistently. If I turn one off though, the one runs fine.
I have added more water but it seems like no matter how much I add, the water transfers to the front compartment and the compartment containing the two circulators remains low in water when both circulators are on. For some reason the additional water always drains from the back compartment containing the circulators when both pump 1 & 2 are in the on position. I have filled the tank to the bottom of the black line as recommended and even past with no luck.
This was a very expensive unit that we've had for less then 2 weeks and we have had this problem since set up. I am very frustrated and out of ideas. I am also worried that the lowering of the water level in the back compartment and inability to keep both circulators sufficiently covered with water while running may pose a serious fire hazard risk. I have followed the recommended suggestions from the user manual to no avail.
Also, technical support from Red Sea is unavailable
because the number they provide on the user manual is OUT OF SERVICE! I emailed their support address too with no response. I thought about dismantling the whole unit and returning it but easier said then done - my fish have been through enough stress with the transfer.
Any help or suggestions would be appreciated. I'm so frusterated!

also, make sure the little black tubes are still connected to your powerheads... they help keep water bubbles to a minimum

Yep, it's all the way down. I don't understand why the water level keeps dropping in the back chamber and rising too high in the front when I add more water.
Any other suggestions?

Those are connected, too. I checked those first, thinking that would be the problem. I can run pump 1 ok by itself, pump 2 ok by itself but not 1 & 2 together.

I would play around with your ceramic ring bag at the bottom of the powerhead chamber... you could have them turned the wrong way and it could be causing a slowing in water flow. I would first take them completely out to see if that's the problem. If you take it out and the powerheads work fine, I'd then put them back and try to keep them as loos as possible... meaning try not to cram them in there too tight.
