Help...Puffer is sick?

Came home from work and my porcipine puffer was very pale. He is eating and swimming but lithargically. specs as follows...

He is in a 90 gallon with small zebra morey, huma huma, lunar wrasse, yellow tang. The tank has some green hair alagea that was red. I put in a phosphate pad about a week ago.....should i worry or what

I've never had a puffer, I don't read on them because I won't risk the poison.

What are you feeding him? How big is he?
Have you noticed any aggression towards him?

no aggresion towards him, he is about 3 to 4 inches long, and i feed him frozen krill, frozen kelp/clam, some frozen mix called formula A, small clams on the half shell.
