i keep getting a clear film on the top of my tank and then the bubbles from my tank stay in this film. what could be causing it. i change the top inch of water by using a cup to scoop the water out then, i replace the water. i think my LTPC is dying. it keeps relaesing that slime. could this cause the film on the top of my water.

Do you have a proyein skimmer? This is part of what they remove. It also sounds like you need more flow to the surface of your water.

Yeah, I agree with the protein skimmer and flow/surface agitation. Aim a powerhead more towards the surface and run a slightly wetter skim and it should take care of this. If you don't have a skimmer, get one.

You guys are quick, you beat me too it.
I agree with m0nk and mcbdz. Both of these should help your film problem.

alot of people dont like to place PHs upwards but i can tell you its alot better for the flow as it will make your water current change alot like corals like it, when the water produces a swell on the surface that water has to go back down and creates a downword push with water which will go all the way to the bottom
as like the last 3 i agree 100% that film also keeps oxigen from getting into your tank and can kill every thing in your tank if not properly removed, as in the PHs to keep it form forming
