The first thing everyone is going to want to know is your water perimeters. Get them first and it would be a great start.

Your ph is seriously 4? Wouldn't everything be dead?

ph is phosphates right? Sorry I'm new to this and its usually my husband but he's working so its now my turn. It says 4 I don't know how acurate those tests are but thats what it says. We have a sgt damsel, yellow tail, pajama cardinal, lmd and a clown fish. Oh ya and two peppermint shrimp. and everyone is doing great.

I believe you alittle confused with your test kits. Your ph should be around 8.0/8.3. Your KH (carbonate hardness) is probably 4 and you do need to work on that, should be around 8/10.

No, two different test....pH is a measure of acidity of the water
Phosphates are a polutant
refer to phosphates as phos. or PO
Need to try to get the pho. lower....
What types of lighting is on the tank?
